Prison Officer jailed for misconduct in public office

Zoe Oldham, 29, of Britannia Street, Blackburn was employed as a Prison Officer at HMP Risley at the time of the offences. She pleaded guilty to Misconduct in a Public Office and was sentenced to eight months in prison after admitting to having an inappropriate relationship with an inmate, who was serving his sentence at HMP Risley.

Concerns were first raised in March 2023 about the nature of the relationship between Oldham and the prisoner, which was suspected to be sexual. Intelligence suggested the prisoner had become protective of Oldham, even assaulting inmates who had disrespected her. Staff also noted changes in her behaviour and appearance.

On 30 March 2023, a search of the prisoner's cell uncovered a hidden mobile phone inside a DVD player, along with paperwork and phone numbers. He was moved to a different wing. Further inquiries revealed 1,184 messages exchanged between him and a Snapchat account attributed to Oldham, including personal images and declarations of love.

In April 2023, Oldham was searched upon entering the prison and appeared nervous, although nothing was found at that time. She also attempted to alter her work detail to remain close to the prisoner.

On 19 December 2023, the NWROCU coordinated arrests and searches. Oldham was detained at HMP Risley, and searches of her home and vehicle were conducted. At the same time, HMP Wymott staff searched the prisoner's cell, recovering two mobile phones and drugs.

Detective Inspector Brian Morley from the NWROCU’s Prison Investigation Team, said:

“This case highlights the dangers posed when individuals in positions of trust engage in relationships with prisoners. Such conduct compromises the safety of staff and inmates and can facilitate further criminality within the prison estate. “We will continue to work closely with HM Prison Service and partner agencies to identify and disrupt corruption wherever it occurs.”
